Ettore Majorana proposed a Dirac equation for photons as discussed in MajoranaDiracEquationPhotons.   A recent paper also produces a Dirac equation for photons: SpinorEquationPhotons.   On $S^4(1/h)$ the spectrum of the Dirac operator are integer multiples of $h$ and the eigenspinors correspond to representations of spin groups.  Therefore it is useful to consider what photons are in this space by examining the solutions of the photon Dirac equation which has the form $(\partial_t + D)\psi = 0$ whose solutions are easily seen to be $\psi = \exp(-\lambda t )\psi_0$ for $D\psi_o = \lamda \psi_0$.
